The Child Welfare Community Collaborations (CWCC) initiative aims to unite communities in developing and evaluating multi-system partnerships to address local challenges and provide a range of services to prevent child abuse and neglect. Funded by the Children’s Bureau (CB) under the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF), the initiative awarded five-year cooperative agreements in 2018 and 2019 to 13 states, non-profits, and Native American tribal organizations.
To strengthen evidence on collaborative prevention strategies, ACF’s Office of Planning, Research, and Evaluation partnered with Abt Associates and Child Trends to implement the Building Capacity to Evaluate Child Welfare Community Collaborations project. This project includes:

Technical assistance (TA): Supporting grantees and local evaluators in conducting project-specific evaluations.

Cross-site process evaluation: Examining how communities develop and implement their CWCC strategies.
