This literature review examines the intersection between the child welfare and juvenile justice systems. It explores the characteristics of each system, factors that predict crossover from one system to the other, the traits of dual-status youth, progress and challenges in addressing their needs, and the outcomes of various interventions.
Crossover youth generally refers to young people who have experienced maltreatment and engage in delinquent behaviors, whether or not they are involved with these systems.
Meanwhile, terms like dual status, dual system, dual contact, dually involved, dually identified, dually adjudicated, and multisystem describe specific ways in which youth engage with both the child welfare and juvenile justice systems.
