The 3-5-7 Model® is founded on the principle that all children placed in out-of-home care experience separation and loss, which must be acknowledged and grieved before achieving permanency. Rooted in the core values of separation and loss, resilience, and attachment, the Model is designed to guide children and youth toward building lasting relationships, emphasizing that they must understand and process their own stories. Serving as both an approach and a framework, it prioritizes equipping caseworkers and supervisors with the skills to support youth through the grieving process, foster healing in relationships, and establish trust and permanence. Recognizing that permanency is defined by relationships rather than a physical location, the Model provides structured guidance, tools, and activities to empower young people and families to make their own decisions about their future.
